The Roadmap for Unconventional Gas Projects in South Australia was released in December 2012 and includes 125 recommendations to progress development of natural gas from unconventional rock reservoirs in the Cooper Basin.

To implement the highest ranking recommendations, initially five (now seven) working groups were established – one being Working Group 1 which focusses on addressing the training requirements for the oil and gas sector. Membership comprises functional experts in training from operators and services companies in the Cooper-Eromanga basins.

Santos' Vice President Eastern Australia, James Baulderstone, expressed strong support for the establishment of a ‘Centre of Excellence’ training facility as a critical step to realising the potential of the unconventional gas business in SA and leveraging this potential to attract leading industry service providers to Adelaide.

This has resulted in the development of the Onshore Petroleum Centre of Excellence (OPCE) training facility located within the Sustainable Industries Education Centre (SIEC) Tonsley, the first project to be funded through the South Australian Government’s 2013 /14 budget commitment of $10 million over five years to the South Australian Mining and Petroleum Centre of Excellence (CoE) initiative.

The State's largest oil and gas producers Santos, Beach Energy and Senex Energy collaborated with the State Government and TAFE SA to establish the OPCE training facility which is co-located with the new State Core Library at Tonsley.

The OPCE, launched by the Minister for Mineral Resources and Energy on 16 February 2015, provides a fully immersive simulated oil and gas production environment to be used for technical training including safety, environmental and sustainable operational principles and key maintenance activities.

Working Group 1 held their inaugural meeting on 2 August 2013, at which the decision was made to split Working Group 1 into two areas of focus:

  • Onshore petroleum operations training facility (Working Group 1a)
  • Cooper Basin common green card for safety induction training (Working Group 1b)

Other companies/organisations are seeing the potential of the OPCE training facility. To build on activity and outcomes to date, a workshop was held for Working Group 1 members on 10 June 2015 at the SIEC to:

  1. Showcase the current training offering and future potential of the OPCE, SIEC and broader Tonsley precinct; and
  2. Identify other training to meet the needs of the oil and gas sector
